Kingston is the Roane County seat, where the Clinch River meets the Tennessee River on Watts Bar Lake. Much of the land around town is lake frontage or close to it, and any dock or work at the water line needs TVA shoreline approval. TVA also lowers the lake in winter, so where the dock sits and how you reach it year round are decided early, along with the permit, rather than after the house is framed.
